    Ventrillo is an application that allows voice chat between gamers, usually while playing games,

    Someone does need to be hosting a server (the "space" that all the chatters connect to, to speak to eachother).

    A server can be run on your own with some set-up, or rented from a company for, usually, a monthly fee.

    "Vent" as it's called is extremely popular in WoW, due the crappy voice chat offered in game.
